A community petition concerning proposed development in Brevard County.
Ask the Planning & Zoning Board and City Council to deny The Pines applications.
Hearing information01 / THE PROPOSAL
A major change.
A lasting impact.
The Pines is a proposed planned unit development (PUD) west of the Norfolk Parkway right-of-way, east of St. Johns Heritage Parkway, between the C-63 and C-65 canals.
Figures from the City notice reproduction (PDF, 6 pages). The supplied petition uses earlier, rounded figures of 800 homes and 500 acres; those differ from the notice.

EXPLORE THE NEIGHBORHOOD
The site. The nearby properties.
See an approximate 500-foot area measured outward from the project’s mapped parcel boundaries. Orange properties have at least some land within that area; the whole property is highlighted so you can identify it.
Loading parcel map…
The buffer uses three parcels identified in the City Council packet. Their current GIS geometry totals about 419.60 acres; the notice describes 424.82 acres. Survey boundaries, rights-of-way, and case-specific eligibility need City confirmation. Highlighting does not establish ownership eligibility or count toward the 20% threshold.
Map sources and how the 500 feet is measured
Project parcels: 28-36-14-00-251, 28-36-15-00-1, and 28-36-15-00-7, identified in the April 7, 2026 City Council packet, PDF page 39. Compare the outline with the City notice’s location map.
Boundaries and property-site addresses come from Brevard County’s parcel GIS service, retrieved September 27, 2026. The buffer is calculated in the County’s Florida East coordinate system (EPSG:2881, US survey feet), 500 feet from the combined project parcels—not from a center point or the location of a house.
Any surrounding parcel whose closest point is within 500 feet is highlighted. Roads, utilities, and common areas are included geographically; no legal eligibility exclusions or ownership verification have been applied. Parcel selection uses full-resolution geometry. Small display simplification does not affect selection. The separate annexation/comprehensive-plan case may have a different applicable protest area.
02 / WHY WE OPPOSE IT
Plan for the community
that’s already here.
The petition raises these concerns and asks the City to deny the applications. These are the community’s positions, not findings from an independent impact study.
Roads before rooftops
Address traffic on Norfolk Parkway and Minton Road, coordinate regional road planning, and explain how needed improvements will be funded.
Protect our water
Examine stormwater, runoff, drinking-water resources, and long-term water demand before committing to a development of this scale.
Keep our rural character
Consider the impact on neighboring low-density properties, open space, wildlife habitat, and the character of existing communities.
Accountability from day one
Require clear answers about construction phasing, drainage safeguards, and responsibility for infrastructure if construction stalls.
03 / THE 500-FOOT OUTREACH
A signature can
carry more weight.
Melbourne’s published zoning-protest provision describes a threshold of owners representing at least 20% of qualifying land area and a six-sevenths Council vote for a qualifying protest.
Ownership, parcel boundaries, filing requirements, and timing matter. A community petition alone does not establish that a formal protest qualifies.

Did you receive the notice from the City? If so, proceed to step 2. Otherwise, take a look at the interactive map above and confirm your property is highlighted yellow.
