The Pines is a proposed planned unit development (PUD) west of the Norfolk Parkway right-of-way, east of St. Johns Heritage Parkway, between the C-63 and C-65 canals.

Address traffic on Norfolk Parkway and Minton Road, coordinate regional road planning, and explain how needed improvements will be funded.
Protect our water
Examine stormwater, runoff, drinking-water resources, and long-term water demand before committing to a development of this scale.
Keep our rural character
Consider the impact on neighboring low-density properties, open space, wildlife habitat, and the character of existing communities.
Accountability from day one
Require clear answers about construction phasing, drainage safeguards, and responsibility for infrastructure if construction stalls.

A signature can
carry more weight.
Melbourne’s published zoning-protest provision describes a threshold of owners representing at least 20% of qualifying land area and a six-sevenths Council vote for a qualifying protest.
Ownership, parcel boundaries, filing requirements, and timing matter. A community petition alone does not establish that a formal protest qualifies.

Check ownership and parcel information with the Brevard County Property Appraiser. Ask City staff to confirm whether your land falls within the applicable 500-foot area.

Contact Melbourne Community Development promptly about the applicable notice of intent, deadlines, signature format, and land-area calculation. Zoning and comprehensive-plan protests have different procedures.
